Recruitment Process Outsourcing is a long-term partnership where an external provider runs all or part of your recruitment for your permanent roles. Instead of briefing a dozen agencies every time you have a vacancy, you work with one dedicated team that recruits only for your organisation. Embedded within your business, this RPO team acts as a seamless extension of your talent acquisition function, using your employer brand and, in most cases, operating on your systems and sites.
Two things separate recruitment outsourcing from other forms of recruitment support.
An RPO team can supplement your existing talent acquisition (TA) function and manage as much or as little of your hiring processes as you need. Your recruiters stay close to the strategy and the relationships that took years to build. What moves across is the work that is hardest to scale: high-volume hiring and recruitment in markets where you have nobody on the ground. And as the programme moves forward, you also get real-time insights from people recruiting your roles every week.
The decision to outsource permanent hiring is rarely triggered by a single event. It builds over time. Our First-Time Buyer’s Guide to RPO sets out seven signals to watch for:
Not all signals need to be present to consider an RPO programme. A single expansion project, or an agency bill that has quietly doubled, is what starts most conversations.
Hiring volumes rise and fall, business priorities change, and demand can shift from one market to another. A dedicated RPO team adapts alongside you, scaling capacity up and down, expanding into new geographies, and evolving with your ambitions.
Cost is a key benefit organisations look for when deploying Recruitment Process Outsourcing, and the savings can be significant. Our programmes have delivered cost reductions of 50% or more against agency fees for customers.
An RPO team learns what a strong hire looks like in your business, meaning shortlists get better and better as the programme runs. Hiring manager satisfaction is one of the key measures by which a programme is judged and which RPO teams prioritise.
An RPO services team recruits across geographies, functions, and levels of seniority every day. That means you have access to recruiters on the ground who know their labour market and how competitors are positioning similar roles. They also know that an entry-level analyst and a senior appointment follow very different hiring journeys.
One consistent programme, flexed to each market and each role, means your employer brand reaches a marketing executive in Manchester in the same way as it reaches a cybersecurity lead in Monterrey.
The strongest partnerships hand something back: hiring manager coaching, employer value proposition (EVP) enhancement, market intelligence, and recruitment technology recommendations your team can lean on.
RPO programmes can bring time to hire below 25 days. Better processes account for as much of that as extra people do.
Recruitment Process Outsourcing runs your permanent recruitment on an ongoing basis. Project RPO applies the same model to a single hiring programme with a fixed scope and an end date, such as opening a shared service centre. Modular RPO covers part of the hiring process or even just a single stage, for example sourcing, and leaves the rest with your team.
Launching an RPO programme is a big initiative that shapes how a business plans, attracts, and hires talent for years to come. It affects everything from workforce planning to hiring experience and recruitment technology. As a result, it usually needs sign-off from several stakeholders, who each need different things. Finance wants predictable costs and savings. Talent acquisition wants a high quality of hire and a consistent candidate experience. Operations want faster time to hire. IT wants to know which hiring systems will be used, who has access to what, and how candidate data will be kept secure.
Start by establishing your baseline: your total agency spend, average time to hire, how many suppliers you manage, and what hiring managers say about the experience. Then set out what you want to change, over what period, what you will need from each stakeholder to make it work, and how you will manage the risks. For example, when one financial services organisation we worked with did this exercise, it discovered it was spending £1.5 million (GBP) a year on agencies, with each hire taking more than two months. The case for RPO largely made itself.
The key to successfully bringing in an RPO partner is involving IT, finance, and operations early. Resistance almost always comes from the team that heard about an initiative last.
The first few months of an RPO programme lay the foundations for long-term success. While every organisation is different, most implementations follow five key stages:
It’s important to give your RPO partner time to understand how your organisation really works, not just how it appears on a process map. The more they understand your culture and stakeholders, the better they can represent your business. This takes time, so it’s important to set realistic expectations for the early months to give the programme space to build momentum.
A leading energy technology company came to Enterprise Solutions from Michael Page after spinning off from its parent company. It had to build a talent acquisition function from the ground up while trying to hire for 10,000 roles a year.
It was essential for us that our partner could be a true extension of our team, mirroring our organisational setup and not being limited by geography. We have a team that is very attentive, genuinely cares, and has pride in supporting us.

What began as a conventional RPO programme became a hybrid model combining hiring delivery with transformation support. To ensure alignment, Enterprise Solutions was even represented on the customer’s senior leadership team. As a result, the candidate Net Promoter Score rose by 29 points over three years, and we supported hiring across 72 countries and 17 languages.
